England

CHESHIRE

A small protest camp at Bridge Trafford was evicted on 5 September 2016 (The Chester Chronicle). The camp was established when campaigners discovered Star Energy Ltd, owned by IGas, had bought a field at Bridge Trafford for £141,000 and another field south of Warrington Road in Barrow, owned by David William Pym. Papers were served before a case at Manchester High Court brought by landowners, Andrew and Sian Walley and Bill and Barbara Williams, but backed by IGas. Costs of £5,000 were awarded against campaigners, Dr Steven Peers and Simon Stafford-Smith. Local people say geological faults underlie the sites and they are near the epicentre of an 18th century earthquake which was one of the most powerful in the UK. IGas said once the results of seismic testing were known the company would consult with local people on plans for the sites. More details

INEOS Shale

The Environment Agency carried out a public consultation in January and February 2017 on an mining waste permit application for this site. Details It already had a permit for handling radioactive waste. IGas, the former site operator, described Doe Green as a pilot site which covers only its costs, producing enough methane to generate electricity for around 1,200 homes. IGas said it has been useful as a research and development facility for trying out different techniques.

No update . On 5 February 2016, IGas announced it was pulling out of this site, saying it did not meet the company’s criteria for coal bed methane development. More details.

In October, four people were acquitted and five had their cases dismissed at trials following the eviction of a camp at this site in January 2016. Two people were convicted of resisting bailiffs. Three weeks after enforcing the eviction, IGas announced on 5 February 2016 it was pulling out of this site, saying it did not meet the company’s criteria for coal bed methane development. More details. In March 2016, Tom Pickering, operations director of INEOS, told the Chester Chronicle the Upton site could be developed for shale gas, which is at greater depths than coal bed methane. INEOS farmed into IGas Cheshire licences last year.

EAST RIDING OF YORKSHIRE

Rathlin Energy

No update. On 1 August 2016 Rathlin Energy said it had surrendered its environmental permits for Crawberry Hill after moving equipment off the site and restoring it to agricultural land. The company decommissioned the borehole after announcing in August 2015 that it was withdrawing for technical and commercial reasons. Rathlin said it would implement a five-year aftercare programme for the site. East Riding of Yorkshire Council granted planning permission in 2012 for an appraisal borehole (12/02945/STPLF ) and in August 2014 for an extension of 24 months (14/02622/STVAR).

West Newton A

Rathlin Energy

No update. The well remains suspended after operations in 2014. East Riding of Yorkshire Council extended planning permission (15/03056/STVAR) on 26 November 2015 for another three years until 21 December 2018. At the time, Rathlin said this would allow it to drill a second well, approved in an earlier permission (12/04193/STPLF) granted in January 2013.

West Newton B, Crook Lane, West Newton, PEDL183

No update. East Riding of Yorkshire council granted planning permission (14/04107/STPLF) in June 2015 for a 24-month temporary well site. One of the conditions was a ban on fracking. The site received an environmental permit on 1 August 2016 for drilling, testing, flaring gas and discharge of surface water run-off. Rathlin Energy has said it is still discharging the conditions on the site, which include an archaeological survey.


ISLE OF WIGHT

UKOG says it will submit planning permission before the end of the year. In January 2017, it obtained another extension to its adjacent offshore licence P1916.


LANCASHIRE

Tesla Exploration carried out seismic testing for Aurora Energy Resources during July and August 2016. There have been local protests and complaints about the tests. DrillOrDrop reports here and here. On 1 July 2016, the OGA announced a two-year extension to initial term of PEDL164 to June 2018.

Cuadrilla

In January 2017, Cuadrilla made two applications (LCC/2014/0047NM1  and   LCC/2017/0016) for changes to conditions on restoring the site. The company is seeking consent for a rig 10m higher than previously stated and an increase of 13 decibels in the noise limit. Details Last year, Lancashire County Council confirmed that Cuadrilla did not need to restore the site by a deadline of 31 October 2016, despite previous company assurances that it would meet the deadline. On 23 February 2016, the Planning Inspectorate announced Cuadrilla had won its appeal against the refusal by Lancashire County Council of application LCC/2014/0084 for a three-year extension of its permission to undertake seismic and pressure monitoring. Link to application. The planning inspector, Elizabeth Ord, refused the company’s application for costs. She said the council had not, as Cuadrilla claimed, acted unreasonably. Details.

Preston New Road, Little Plumpton, PEDL165

Cuadrilla began work on 5 January 2017 at this site, after receiving planning permission from the Communities Secretary, Sajid Javid, for drilling, fracking, testing and a monitoring scheme at this site. His decision, announced on 6 October 2016, followed the recommendation of an inspector at the public inquiry in Blackpool in February and March 2016. Cuadrilla’s applications had been refused by Lancashire County Council in June 2015. On 18 November, Preston New Road Action Group began a legal challenge (details) and a second challenge was announced on 2 December 2016. Cuadrilla

On 6 October 2016, the Communities and Local Government Secretary, Sajid Javid, said he was minded to allow Cuadrilla’s appeal to drill, frack and test up to four wells at this site. His decision goes against the recommendation of the planning inspector at a public inquiry in Blackpool in February and March 2016. Mr Javid said he was reopening the public inquiry to give Cuadrilla more chance to provide evidence on road safety. On 18 November, Jules Burton, a Roseacre resident, began a legal challenge to Mr Javid’s decision to reopen the inquiry. LINCOLNSHIRE

No update on this site. DrillOrDrop could find no record of an environmental permit, applied for in 2015. Planning permission was awarded by Lincolnshire County Council on 16 March 2015. Egdon has said no fracking is planned. Link to application PL/0236/14

Egdon’s website reports that the site has been fully restored to agricultural land. On 14 March 2016, Egdon Resources announced it was abandoning this well after hydrocarbon shows were “not sufficiently encouraging to warrant testing”. (Link to statement). The well was spudded on 12 February 2016 and drilled to a depth of 1,700m. Link to application PL/0128/12

Egdon’s website says the company is currently working to satisfy conditions of its planning consent for the site and expects to begin site construction in the winter of 2016-2017. The website adds that Egdon will shortly submit an application to the Environment Agency for environmental permits to allow drilling and possible testing at the site. On 8 February 2017, Egdon Resources announced it was appealing against a refusal of its application for 15 years of oil production at the site Details. The plans were rejected on 11 January 2017 by North Lincolnshire Council by 7 to 3 with one abstention. The company said it had no plans to frack at the site but wanted the option to carry out a proppant squeeze (injecting a slurry of sand and gelled water) and acidization (injecting dilute acid). NORTH YORKSHIRE

No update on this site. Third Energy received planning permission on 20 August 2015 to extract up to 15 million standard cubic feet of gas per day and reinject 556m3/day of waste water. It also has consent to drill a second borehole and construct an underground pipeline from the site to Knapton Generating Station. Third Energy

On 20 December 2016, the High Court judge, Mrs Justice Lang, upheld Third Energy’s planning permission to frack its KM8 well after a judicial review by Friends of the Earth and Frack Free Ryedale. Details The groups challenged the approval North Yorkshire County Council on 23 May 2016 of the company’s application to frack the existing KM8 well (details).

Within hours of the announcement,  a protection camp established in a field on the route lorries are expected to take to the site. On 11 April 2016, The Environment Agency granted a mining waste, radioactive substances and ground activity permits. At the time of writing, Third Energy has still to reach agreement with the council over planning conditions. Key facts, links and timeline

Pickering, AL6

Third Energy

No update on this site. In August 2015, the Environment Agency approved an environmental permit (EPR/BB3699EY/A001) for the reinjection of waste produced water from its gas production wells into an abandoned well at its Pickering site in North Yorkshire. Link to application NY/2015/0307/FUL


NOTTINGHAMSHIRE

Grantham Road, Radcliffe on Trent, PEDL255

Hutton Energy

No update on this site. The company says it plans to drill two 950m oil exploration boreholes on the site, known as Harlequin 3. The site has permission until 31 October 2017 (link to decision notice). The Environment Agency granted environmental waste permit CB3300KR/A001 on 21 April 2015. Planning permission, first granted in 1999, has been renewed five times but the site has never been drilled. Link to latest planning application F/3102 Hutton said its plans did not involve fracking. Hutton was awarded five licences in the 14th round.

On 15 November 2016, Nottinghamshire County Council’s planning committee voted by 7-4 to approve an application by IGas for two shale gas wells at this site. Link to application ES/3379

The permission came with 37 conditions, and a Section 106 legal agreement which includes a financial bond for restoring the site and an approved lorry route. The legal agreement is due to be finalised by 28 February 2017. Key facts, links and timeline

It emerged on 1 January that INEOS has been negotiating with the Forestry Commission for access to a site for a potential shale gas well. Thieves Wood is near Ravenshead, south of Mansfield.  Key facts, links and timeline

Tinker Lane, Torworth, Bassetlaw, PEDL200

Dart Energy (East of England) Ltd (IGas/INEOS)

The decision date on this application has been delayed again by a further public consultation (details). The Environment Agency awarded a mining waste permit in November 2016 (details). The company has said it does not plan to frack at this stage. Since plans were first announced, Dart has reduced the depth of the well by nearly 1.5km to a total of 1.84km. REDCAR AND CLEVELAND

An Egdon spokesperson told The Chronicle (7/9/2016) that the company would carry out an evaluation of the Kirkleatham gas field over the next 6-12 months to “identify opportunities to restart production by further drilling to undrained parts of the gas accumulation”. The spokesperson said planning permission was in place at the site for further drilling but operations were unlikely in the next 12 months. The Kirkleatham well was drilled in 2011 and gas pumped to the Sembcorp power plant at Wilton. But Egdon closed the well in 2012 because of problems with water levels. In 2015, Egdon increased its stake in PEDL068 by 20% to 68%.


SALFORD

Barton Moss (also known as Irlam 1), PEDL193

The Environmental Permit ERA/AB3709LD/A001 for this site has been transferred from IGas to INEOS. IGas has said it has no plans to return to Barton Moss. But in May 2016, an IGas statement to shareholders said it would apply for permission to frack and flow test wells in north west England (details). The company said the results of 3D seismic surveys would determine where they were. The Barton Moss well drilled in 2013/2014 took samples of rock from coal measures and the Bowland shales.

Under new licence commitments for PEDL193, IGas must:

  • Acquire new seismic data by 30 June 2018
  • Submit a planning application to drill a well by 30 June 2020
  • Drill, hydraulically fracture and flow test a well by 30 June 2021

SURREY

On 13 July 2016, Surrey County Council approved plans to convert this exploration site to gas production. The site is in the Green Belt and Surrey Hills Area of Outstanding Natural Beauty. All but two county councillors accepted the advice of planning officers that it was national policy to maximise exploitation of oil and gas and that this amounted to exceptional circumstances which justified approval. More details. No news on when work is due to start.

Angus Energy

Angus Energy carried out work in December 2016-January 2017 on one of the three wells at Brockham. Opponents carried out slow-walking protests and established a temporary roadside protection camp was established during this time but was cleared when the company stopped work.

Angus has said it has plans to drill a sidetrack well at the site but Surrey Country Council says it does not have planning permission and no application has been submitted. Key facts, links and timeline.

Surrey County Council approved the company’s light management plan for the exploratory oil site (inside the Surrey Hills AONB and the Greenbelt) on 7 December 2016. Plans to meet other conditions, including the Traffic Management Plan, remain to be confirmed. Europa has made a new planning application for extra security fencing, offices and welfare accommodation but no date has been set to decide this.

HHDL has applied for permission for two new wells at Horse Hill (one a side-track off HH-1). It is also seeking consent for extended well testing of the existing and new wells. Details . Surrey County Council expects the earliest date that the application could be decided is 22 February 2017. On 23 December 2016, the Environment Agency opened a public consultation on a environmental permit variation. The consultation closed on 2 February 2017. Key facts, links and timeline

No news on plans by IGas to extend the Bletchingley 2 and Bletchingley Central well sites for hydrocarbon production. The company received planning permission on 24 March 2016 under delegated powers for oil and gas production at this site for 15 years. Full details here

Still no news about a start date for the start of coal bed methane drilling at this site, approved by Trafford Council on 8 October 2015. Details The council extended the company’s permission at the site, next to the Davyhulme water treatment works, for 25 years. This will allow IGas to drill two exploration wells and two production boreholes and install equipment to generate electricity from any gas produced.

Under new licence commitments for PEDL193, the operator must:

  • Acquire new seismic data by 30 June 2018
  • Submit a planning application to drill a well by 30 June 2020
  • Drill, hydraulically fracture and flow test a well by 30 June 2021

WARRINGTON

Planning permissions were granted on 18th November 2010 (2010/16949) and 4th February 2015 (2014/24921) for two exploratory boreholes for coal bed methane appraisal and production. WEST SUSSEX

No updates on this site, which remains suspended. Cuadrilla has told us it would inform Balcombe residents before flow testing began. As part of the planning permission:

  • Cuadrilla is required to establish a residents’ forum, which we understand is not yet in place
  • Work on the site must begin by May 2017
  • The site must be restored within six months of the start date.

PEDL244 has moved to a second term. The work programme requires Cuadrilla to flow test the Balcombe 2z (sidetrack) well by 30 June 2019 and to drill another well by 30 June 2021.Residents expect the company to apply for an extension of the planning permission.  Key facts, links and timeline

UK Oil & Gas Investments PLC (UKOG)

markwells-wood-3-editedOn 8 December 2016 the South Downs National Park Authority asked for more information from UKOG on its application for oil production at this site (details). Another public consultation is expected on the new information, which has not yet been submitted. Local parish councils, the Environment Agency and Portsmouth Water have objected to the application. In July 2016, the SDNPA required UKOG to produce an Environmental Impact Assessment, arguing that the plans were likely to have “significant environmental effects” (more details).  The OGA has extended the first term of PEDL126 for a year to 30 June 2017. The South Downs National Park Authority (SDNPA) has approved planning permission for:

On 29 September 2016, SDNPA approved SDNP/16/02802/CM for export of gas by tanker from singleton oilfield, involving: a) the installation of a compressed natural gas unit, tanker loading area and associated plant b) the export of gas by road, together with the provision of replacement site office, security office and welfare unit. Work must start within three years of the granting of permission. it must be completed by 31 December 2031 or within six months of completion of production of gas from the site, whichever is the sooner.

Kimmeridge Oil and Gas Ltd (UK Oil & Gas Investments)

On 11 August 2016, UKOG announced it had acquired 100% of PEDL 234 from Celtique Energie and Magellan Petroleum, including operation of Wood Barn Farm. The wellpad at the site (also called Broadford Bridge) was constructed in 2014 and it has planning and environmental permit consents. UKOG said it would secure remaining consents for drilling and testing operations from the Health and Safety Executive and OGA. It said it planned to drill and test in 2017. Planning permission (WSCC/052/12/WC) is due to expire in September 2017.

Baxter’s Copse, PEDL233

UK Oil & Gas Investments and IGas

On 5 July 2016, UKOG said it had acquired a 50% interest in PEDL233. The initial term of the PEDL had been extended for two years until 30 June 2018. UKOG said it planned to apply for permission to drill a well at this site to appraise the Jurassic oolite oil formation and possibly the Kimmeridge limestone.


Northern Ireland

COUNTY ANTRIM

On June 18 2016, Infrastrata announced it was abandoning the well because the target formations were found to be water wet. The well was drilled to 2,000m and completed the company’s work programme obligations for licence PL1/10. During operations at the site the Northern Ireland Environment Agency investigated two oil spills. A resident put Mid and East Antrim Borough Council on notice of a judicial review of its decisions over the site.

Belcoo, County Fermanagh

Tamboran

On 17 January, local papers reported that Tamboran had left a quarry at Belcoo, which was the site of protests in 2014. A spokesperson for the company said: “As these matters are subject to live legal challenges we are unable to discuss further at this stage”. Tamboran went to the High Court in November 2014 seeking damages from the Northern Ireland Government after its exploration licence was terminated.


Scotland

A moratorium on fracking applications is in place while the Scottish Government carries out a public consultation and review. The moratorium does not cover water monitoring boreholes or conventional exploration. No licences were issued in Scotland under the 14th round because oil and gas licensing is to be devolved. In October, the Scottish government imposed a moratorium on underground coal gasification.

On 1 July 2016, the OGA announced the following changes to PEDL licences in central Scotland:

  • PEDL 162 (INEOS): 2-year extension to initial term to June 2018
  • PEDL 163 (IGas): 2-year extension to second term to June 2018

Wales

On 25 March, the Welsh government extended the moratorium on planning applications for fracking to underground coal gasification (more details). No licences were issued in Wales under the 14th round because oil and gas licensing is to be devolved. Some licences have expired and others have changes to their terms.

BRIDGEND

No updates on this site. Permission granted in December 2014 for five years for test drilling in the Devonian shale. Environmental permit granted on 17 August 2015. The initial term of PEDL216 has been extended for two years to 20 June 2018.


NEATH-PORT TALBOT

The Coal Authority has invited expressions of interest in accessing coal for the purposes of methane extraction at Pontrhydfen. The deadline for expressions of interest is 11 September 2016 and submissions by 11 October 2016. Details 

On 20 January 2016, Natural Resources Wales granted an environmental permit to UK Methane for Foel Fynyddau. Planning permission (P2015/0031) granted by Neath Port Talbot’s planning committee on 17 March 2015. The initial term of PEDL215 has been extended for two years to 30 June 2018.

  1. Why should we prospect for shale gas in the UK? Energy security after Brexit may be one reason. The Oxford Institute for Energy Studies suggests that Brexit is coming at a time when UK North Sea gas production is in terminal decline and that Rough, the main UK storage facility is facing technical issues that will reduce its capacity possibly leading to total decommissioning. These issues will make the Brexit negotiations even more difficult for the UK.
